DCI confirms police officers from Kikuyu shot Dr Victoria Mutiso

The Directorate of Criminal Investigations (DCI) has identified two serving police officers it says played key roles in the fatal shooting of former African Institute of Mental and Brain Health director, Dr Victoria Nthunya Mutiso, with one allegedly pulling the trigger while the other supplied the murder weapon.

Speaking during a press briefing on Thursday, August 7, DCI Director Mohamed Amin said investigations had uncovered the involvement of “rogue police officers” in the murder, describing their actions as a betrayal of public trust.

According to Amin, Police Constable Elijah Kibelion Kimoi, attached to Karinde Police Post under Kikuyu Police Station, has been arrested after investigators identified him as the officer who fatally shot Dr Mutiso.

“Thorough analysis of the evidence has further established the identity of the officer who pulled the trigger. No. 91232 PC Elijah Kibelion Kimoi, attached to Karinde Police Post under Kikuyu Police Station, has been arrested. He is the individual identified as having fatally shot Dr. Mutiso,” Amin said.

The DCI boss also named Inspector of Police Kenneth Kipkemboi Sang, the Officer Commanding Nderi Police Post under Kikuyu Police Station, as a key suspect who remains at large.

Amin said Sang acted as the link between the financiers of the murder and the execution team and was also the source of the firearm used in the killing.

“IP Kenneth Kipkemboi Sang, the Officer-in-Charge of Nderi Police Post under Kikuyu Police Station, has been identified as the link person between the financiers and the operational team, as well as the source of the murder weapon. He is currently on the run,” he stated.

Investigators later recovered a Mini Jericho pistol from Nderi Police Post, which ballistic tests confirmed was the weapon used to kill Dr Mutiso. The firearm had reportedly been issued to Sang, according to the station’s arms movement register.

The DCI also revealed that PC Bett Kiplangat Collins of Thogoto Police Post was forensically placed at the crime scene and is also on the run.

“The involvement of these rogue officers represents a grave betrayal of the uniform and the public trust. The Directorate will pursue them with the full force of the law,” Amin said.

The DCI said investigations remain active as detectives pursue additional suspects believed to have financed, planned and executed the murder. Authorities have vowed to arrest everyone linked to the killing and prosecute them based on the evidence gathered.
