Homa Bay: DCI arrests alleged goon mobiliser Kassim Abdi Sebo, seven others

Kassim Abdi Sebo

The Directorate of Criminal Investigations (DCI) has announced the arrest of alleged goon mobiliser Kassim Abdi Sebo and seven other men accused of obstructing police officers during an operation at Homa Bay Bus Stage.

According to the DCI, officers tracked down and arrested Sebo while executing a warrant issued by the Homa Bay Law Courts on August 14, 2026.

The operation took an unexpected turn when seven men accompanying the wanted suspect allegedly attempted to obstruct the officers carrying out the arrest.

In a statement announcing the operation, the DCI said: β€œA coordinated police operation in Homa Bay has netted a goon mobiliser, alongside seven individuals accused of obstructing officers as they moved to execute his arrest.”

The officers subsequently arrested the seven men over their alleged interference with the operation, bringing the total number of suspects to eight.

The DCI said all eight suspects remained in custody undergoing processing ahead of their arraignment in court.

The agency did not disclose the specific allegations that led to the issuance of the arrest warrant against Sebo or provide further details about the circumstances surrounding the case.

The Suspects

The DCI identified the seven men arrested alongside Sebo as Achiando Victor Odhiambo, Isaac Masika Muliro, alias Waigo, and Oyeke Geoffrey Moses.

The other suspects are Geoffrey Nchore, Odhiambo Wesley Arnold, alias Mwas, Joseph Kabira, and Alfred Nyagino.

According to the investigative agency, the seven men allegedly attempted to obstruct police officers as they moved to execute the arrest warrant against Sebo.

The arrests took place at Homa Bay Bus Stage, where officers had tracked down the wanted suspect.

The DCI did not provide additional details about the alleged obstruction or explain whether the seven men had any prior connection to the case involving Sebo.

The agency also did not specify the charges the eight suspects would face when presented in court.

Their expected arraignment will provide an opportunity for the prosecution to formally present any charges and for the suspects to respond to the allegations through the judicial process.

The suspects’ arrest and detention do not amount to a determination of guilt. Any allegations against them must be established through the appropriate legal process.

Court process

The arrests followed a police operation to execute the warrant issued by the Homa Bay Law Courts on August 14, 2026.

While the operation resulted in Sebo’s arrest, the alleged obstruction by the seven men accompanying him led to their separate arrests, according to the DCI.

The agency did not indicate whether additional suspects were being pursued in connection with the incident or whether further arrests were expected.

It also did not announce the specific offences for which Sebo was wanted when the warrant was issued.

For now, the eight men remain in custody as officers complete the processing required ahead of their court appearance.

Further details about the allegations, the charges to be preferred and the circumstances surrounding the warrant are expected to emerge through the judicial process.

The case places the focus on the execution of court-issued arrest warrants and the DCI’s account of the alleged obstruction of officers during the operation in Homa Bay.

The suspects are expected to face the next stage of the legal process once police complete the necessary procedures.
