The Independent Policing Oversight Authority (IPOA) has launched investigations into allegations of defilement involving a police officer attached to Lumakanda Police Station in Lugari Sub-County, Kakamega County.
The matter was reported at Lumakanda Police Station on September 27, 2026, and was subsequently brought to the attention of IPOA, which deployed an investigation team to examine the allegations.
The authority said its investigators have already recorded statements from relevant persons, processed and documented the scene and obtained medical records connected to the case.
The investigation remains ongoing, with IPOA pursuing additional evidence and information that could help establish the circumstances surrounding the alleged incident.
CCTV evidence examined
IPOA said investigators are recording further statements as part of the continuing inquiry.
The team is also undertaking the extraction and analysis of available closed-circuit television (CCTV) footage. An identification parade will be conducted if investigators determine that it is necessary.
The authority said these steps form part of its efforts to conduct a thorough examination of the allegations and establish the facts based on available evidence.
“The Authority has so far made significant progress in the investigation,” IPOA said in a statement issued on September 29.
The statement did not disclose the identity of the police officer or provide further details about the alleged victim, in keeping with the need to protect the identity and privacy of a minor.
Officer arrested, taken to court
IPOA said the police officer identified in connection with the allegations has been arrested and presented before court while investigations continue.
The authority did not provide details of the charges or court proceedings in its statement.
The arrest and court appearance do not, by themselves, establish criminal liability. The allegations remain subject to investigation and the judicial process.
IPOA said its investigators will assess the evidence gathered before determining what action should be taken within its statutory mandate.
IPOA cites victim’s vulnerability
The oversight authority said it is treating the matter with particular seriousness because of the alleged victim’s vulnerability and the nature of the allegations.
“The Authority reiterates that it is treating the matter with the seriousness it deserves, particularly given the vulnerability of the alleged victim and the nature of the allegations,” IPOA said.
The authority pledged to conduct a “thorough, impartial and evidence-based investigation” and said any appropriate action would be based on the findings.
IPOA’s approach is significant because allegations involving police officers fall within its broader oversight responsibilities, particularly where there are claims of abuse of office, sexual exploitation or other violations of rights.
Police accountability priority
IPOA said it continues to prioritise allegations of abuse of office, sexual exploitation and defilement allegedly committed by police officers.
The authority said this work forms part of its commitment to strengthening accountability and professionalism in policing and promoting respect for human rights.
“In the course of discharging its mandate, the Independent Policing Oversight Authority remains vigilant and accords priority to allegations of abuse of office, sexual exploitation and defilement committed by police officers,” it said.
The investigation into the Kakamega case will continue with further statements, CCTV analysis, medical evidence and any other inquiries considered necessary by IPOA.
The authority said it will take appropriate action within its statutory mandate based on the evidence and findings of the investigation. The matter will also proceed through the court process following the officer’s arrest and presentation before court.
