Democracy for the Citizens Party (DCP) leader Rigathi Gachagua has accused President William Ruto of failing to deliver on the promises made to Kenyans during the 2022 General Election.

Speaking in Nairobi on Tuesday, August 11, 2026, Gachagua issued an accountability statement and performance audit of the Ruto administration, four years after Kenya Kwanza came to power.

Gachagua said his assessment was based on the government’s promises, performance and outcomes, arguing that the administration had betrayed the trust of Kenyans.

“Four years later, Mr. William Ruto has betrayed the trust bestowed on him by the people of Kenya,” Gachagua said.

He accused Ruto of undermining democratic institutions and political parties while concentrating power within the presidency.

“This is a mongrel of a government,” Gachagua said, referring to the administration’s political character.

He further alleged that Ruto had abandoned commitments contained in the Bottom-Up Economic Transformation Agenda (BETA), which formed the basis of the Kenya Kwanza campaign manifesto.

Gachagua raises concerns over security

Gachagua accused the Ruto administration of failing to uphold constitutional protections and ensure the accountability of security agencies.

He said Ruto had promised to professionalise the National Police Service, safeguard human rights and protect Kenyans regardless of their political affiliation.

“On this commitment, Mr. William Ruto has done a complete 360 degree turn on his covenant,” Gachagua said.

According to the DCP leader, Kenya was facing what he described as a state of lawlessness and anarchy.

Gachagua also raised concerns over what he described as unresolved cases involving deaths of prominent Kenyans, including former Prime Minister Raila Odinga and former Chief of Defence Forces General Francis Ogolla.

On Raila’s death, Gachagua questioned the circumstances surrounding the former Prime Minister’s final hours, his treatment and his travel to India.

“Kenyans want to know what happened to Raila Odinga,” he said.

He questioned why Raila’s doctors were allegedly denied access to him in his final hours and why instructions that he should not travel were allegedly ignored.

Gachagua also questioned why a post-mortem had not been conducted and why Raila was taken to India on a private jet.

“Why did the President force him to go?” Gachagua asked.

He called for a public inquest into Raila’s death and other high-profile deaths that he said had remained unresolved over the past four years.

Gachagua also questioned the circumstances surrounding General Ogolla’s death in a 2024 military helicopter crash, demanding the release of the aircraft accident investigation report.

“The people want a public inquest on the death of Raila Odinga, and all the high-profile questionable deaths in Kenya that have occurred the last four years,” he said.

Gachagua’s remarks come as the DCP leader intensifies his criticism of the Ruto administration ahead of the 2027 General Election.
